  1. Correct. The poster was not familiar with Vietnam's strict Covid closures and did not realize the country was effectively closed for two years.
  2. I had a similar experience on a flight from Saigon to Nha Trang. There were empty seats on the flight but they wouldn't let me purchase new tickets for that flight, forced to take a later flight. My wife and I hung out at the airport shopping mall. Vietnam Airlines gave us money for our inconvenience. I ended up ahead financially after it all, although pulling our luggage across the airport, across a street to the mall was not fun.
  3. Sorry this is a late response so you probably already figured it out. You can try to do this on your own but practically speaking you will need to use an "agency" to get things done. I tried it on my own (a while ago, but sure nothing has changed) and waited a month for my wife's police clearance from her home province. I finally hired an "agency" and it was cleared up in two days.
