  1. Is it required to have the Police Certificate?

I thought on the Package 4 Instruction says you only need Original Foreign Police Certificate if you resided for at least 6 months on another country?

"13. Original Foreign Police Certificate: Foreign Police Certificate(s) for persons age 16 and over from

any country in which you resided for a least six months since age of 16 or older. Further information

about foreign police certificates, please visit http://travel.state.gov/visa/fees/fees_3272.html "

  2. My financee sent package 3 (DS-2001 and DS-230 Part I) today at the post office in Saigon. Post office said it will take within 2 days for the package to arrive at the Consulate.

According to the timeline of the members here at JV, my fiancee should expect to receive package 4 or I can call DoS in 2 weeks to find out the schedule for the interview. I can't believe it's been 5 months already since I filed my I-129F and if everything goes well, I'll be with my fiancee in 3 months in the U.S. and as husband and wife.

This website and members are very useful, keeping me a few steps ahead of this visa process. I am thinking when my fiancee arrives in the U.S., I would like to make a small donation to the owner of this website for appreciation and for the motivation to its owner and members to continue providing quality and friendly free services.

  3. Thanks ScottThuy,

I have 1 more question and I know this might be a stupid question but I just want to make sure.

    The DS-230 has 4 pages

    Part I is pages 1-2

    Part II is pages 3-4

My financee filled out Part I only and will send tomorrow with DS-2001 (pages 1-2)

So we are not filling out and not sending Part II (Pages s3-4) correct? But questions 39-44 on Part II seems like they need to be filled.

Also. I read package 4 instruction from online, one of the requirements my financcee needs to take with her to the interview is DS-230 Part I.

This is very confusing. We are sending DS-230 Part I for package 3. Why do they want DS-230 Part I again for the interview date? And I don't see anywhere that they talk about Part II of the DS-230.

    Please help

  4. Please help.

I don't understand why on the letter I received from DoS stated that HCMC has received my K Visa application. But the link on the letter is the INSTRUCTION PACKAGE FOR IMMIGRANT VISA APPLICANTS

What is the different between the INSTRUCTION PACKAGE FOR IMMIGRANT VISA APPLICANTS

and the INSTRUCTION PACKAGE FOR K VISA APPLICANTS?

  5. My fiancee have not received package 3 from the HCMC.

But on Friday 08/10/2012 I received a letter from

    Consular Section

    Department of State

7160 Ho Chi Minh City Place

    Washington DC

    saying

"The U.S Consulate in Ho Chi Minh City has received your K Visa application for processing.

You should download the instruction package on our website at http://photos.state.gov/libraries/hochiminh/714680/shenjy/INSTRUCTION%20PACKAGE%20FOR%20IMMIGRANT%20VISA%20APPLICANTS.pdf

    .

    .

    "

Ok so I followed the link to download the Instruction package (Package 3). This is the latest version of July 2012, they ask more then just DS-2001 and DS-230 Part I.

This new version of Package 3, they also ask us to send in

Visa photo: Two (2) full face color photographs for each applicant. Write your name and date of birth

on the back of each of your photos. You may find more information on page 5 for photo specifications

and a list of photo shops in Ho Chi Minh City

Passports: One (1) photocopy of passport for each applicant. Valid passports are required for all

applicants including children. The passport must have at least eight month validity beyond the issuance

    date of the visa.

So after reading through the new instruction package, I told my fiancee to also send 2 Visa Photos and Copy of Passport with the DS-2001 and DS-230 Part I. My fiancee is going to mail all these tomorrow 08/13/12 at the post office in Saigon.

  6. Thank you guys.

The information such as names and the addresses above are just examples I made up, I didn't put my real info up here.

For the addresses of the 10 years residency. I don't have the bills for all the places in the last 10 years to show them, what I have are the Bank statements that I can print out from online but those are just available for the last 7 years. What I can do is to look for my filed income taxes from 2002. I hope the bank statements and old income taxes are good enough as proof for the addresses that I resided.

I called the DoS again this morning and they told me that HCMC sent package 3 out on August 1st. I'll ask my fiancee to wait til Wednesday of next week if she doesn't receive that package, she'll mail in DS-2001 and DS-230 Part 1 to the HCMC.

  7. Go ahead and send in package 3. Don't have to wait for it. It's nothing more than a piece of paper refer to HCMC website.

Should I really tell my fiancee to bring the filled out package 3 that I downloaded from the HCMC website at this time and don't have to wait for the package 3 to arrive?

I, Hy Vong Nguyen, a citizen of the U.S., am the fiancé of Pham Thi Tuyet Trinh. The following is a sworn affidavit documenting the timeline of our relationship during January 10th, 2010 to present.

I first met Pham Thi Tuyet Trinh on January 10th, 2010 at the Saigon Plaza, in Ho Chi Minh City, Vietnam. I had gone to the Saigon Plaza to buy gifts, and Tuyet Trinh worked at the shop. While buying the gifts, Tuyet Trinh and I had a very nice conversation and we exchanged phone numbers.

    09/01/2012 -

09/10/2012 -.We had our engagement ceremony held in her hometown.

I found a woman that I love very much. More importantly I found in her what I’ve been looking for all my life. She is my love, my future, and I want to marry to her, to have children and to spend the rest of my life with her.

    1. She is always there for me, patiently listening to my problems, shares her opinions and thoughts, and I do the same for her.

    2. She is a very nice, beautiful, and understanding person. She has a very good heart and cares for others.

    3. Last but not least, the most important thing in marriage is to love and be loved. I definitely find it with Tuyet Trinh. She is a very loving and passionate woman.

Pham Thi Tuyet Trinh and I still remain in contact while we’re apart from each other. We also intend to marry and look forward to starting our lives together as husband and wife when she arrives here in the U.S.

  10. I called DoS, pressed 1 then pressed 0 to speak to the rep.

They told me the HCMC received the file from NVC. HCMC already sent package 3 out to my fiancee. I asked for the dates that HCMC received from NVC and the date that they sent the package to my Fiancee but the rep said no dates.

So within the next few days, my fiancee should receive package 3 and she will bring forms DS-2001 and DS-230 part I to the HCMC.

    Things are moving fast now.

  11. I called NVC today to ask about the status and they said they already sent my case to Ho Chi Minh Consulate on July 25th. wow, this is moving very fast. Should my financee expect to receive the package 3 in the mail soon? 2-3 weeks?

  12. It is a big mistake that China made by drawing the 9 dashes map covering 80% of all the EAST SEA. By making this move, China have already made a mistake. There are some power splitting up in Chinese government between the politicians and between the politicians and military leaders and what they are trying to do is to take away the attention of the problems happening inside of China so that there wouldn't be some uprising in their country. Pay attention to China economy and politics lately and you'll see what problems they are facing. Instead of trying to solve their internal problems, they wrongfully making silly moves by trying to take over all the sea in Southeast Asia.

  13. A poor country with 100 million people does not beat an affluent country with over to a billion people no matter how much you wish it is so.

Didn't the French, American, and the Chinese say the same thing like what you said on the above sentence when they came to Vietnam? Vietnam's today is 20 times better than Vietnam 50 years ago.

You are keep on telling me don't talk about the past, wars strategies are the same for thousands of years. Chinese weapons now are more advanced so are the Vietnamese weapons. Go do some research on such weapons called Bastion–P missiles, these type of missiles designed and use in Russia and Vietnam. Chinese badly wanted to buy from the Russian but got refused, however, Russian exported these to Vietnam for destruction of warships from the enemy's landing squadrons, convoys, carriers trike groups some 300km away.

I am hoping none of the Filipino leaders have the same thinking as your thinking. Overestimated the enemy at war and underestimated your own ability. If you were the leader of the Philippines, you would probably tell your people to put the guns down before the Chinese even come to your country because you think their are superior over you by such thing as their population, money and weapons. 800 millions Chinese people are still poor, living under the average world living standard. What makes you think China can take on any country in a matter of weeks? They can aggressively take on the Philippines in a few weeks because Philippines military is one of weakest in the world, no air force power, no battle ships, no missiles defense but even if the Chinese attack the Philippines, it will cost China more than what China can gain because now a days, no country has the ability to fight and occupy another sovereignty country for long. over 2 millions Chinese troops is more than 2 times the number of American troops, does that mean American military is inferior to that of the Chinese? America has more than $15 trillions in dept, Chinese has more than $2 trillion in cash, does that mean China is superior over America in anyway?

2 millions Chinese troops over a mass piece of land and body of water, they cannot take a big risk to deploy a large number of troops to the border of Vietnam or the coast of Vietnam while leaving the rest of their country at risk.

About Chinese military technology, 90% of it is copied from Russia. They still can't even make their own aircraft carrier while American made 11 air craft carriers for more than 50 years and American used air craft carriers during the war with Vietnam but still failed to take victory. In addition to the aircraft carriers, American also had many military bases stationed in Guam, Subic Bay of the Phillippines, in Thailand, New Zealands, Australia... during the war with Vietnam but still failed. What make you think the Chinese can do anything to Vietnam at seas or on land? It takes days if not weeks for them to deploy troops to the border of Vietnam and weeks to deploy warships to an area off the coasts of Vietnam for their guns and missiles to reach the firing range but when they do that, Vietnam has enough fire power to strike back. Why do you think Vietnam keep on getting advanced fighters such as Su-27 and Su-30s? What about battle ships and kilo class submarines? Sophisticated missiles S-300PMU and Bastion-P? You are speaking from the Filino's military capability that's why you think the Chinese can take on Vietnam in weeks, but if you were truly know the geographic advantage of Vietnam, its military build up and strategies than you wouldn't have said the above. China can win a battle, but they cannot win a war because declaring a war on Vietnam is declaring a war on the 100 million people of Vietnam. Over 4000 history of Vietnam, the Vietnamese have advanced in the experiences of fighting the invaders and it doesn't matter where on the timeline. Again and again, the Chinese military now is no where near that of the American military 50 years ago. Chinese still can't even make their air craft carrier while the American made those and used those more than 50 years ago. B52's fleet is still the best high attitude and sophisticated bombers in the world and the American still use those but they were shot down by a couple of dozens in Vietnam. Anyway, nice debating with you and thanks for the good luck

  14. Again you are bringing up battles from the past, which have NOTHING to do with modern warfare. I've stated before I have no doubt in the commitment by VN people to defend their homeland. You mention the US can't defeat Iraq or Afghanistan alone, which is certainly not the case. The US could easily level those places and kill everyone in sight, but we choose to follow international law and human rights. It is how we "are". We fight for freedom, but thinking we can't do it unilaterally is not being realistic. We certainly can, but wisely choose not to. Can the same be said for China?

Consider this very viable scenario: China places an embargo on VN, stops selling electrical power to you, stops all incoming shipments(which include the arms you are getting), claims rights to open seas in the area and enforces it. They have not invaded VN at all, but now have a stranglehold on your country and economy. You don't have the navy to fight it, and the world will certainly complain, but that doesn't mean they will send troops! After a year or two of this, which devastates your economy, they have built up a sizable ground force on your northern border.....and they find an "excuse" to invade, such as to keep the peace since the starving viets are protesting. They petition the world court saying they don't want a fight and only want to restore peace. They have no intention of permanently occupying VN and will leave once peace is restored. The world hopes for the best and does nothing. NOW China has control of VN without firing a shot and the likelyhood of the US having to invade a well entrenched Chinese army makes the proposition extremely expensive in both money and lives. Do you think in this economy and political climate the US gov would take on such a challenge, just to free one communist country from the grasp of another communist country? Do you think the US public would back such an ordeal into a country we already tried to save before, but were fought by the very people we tried to free?

You sound as if this is a science fiction book or a video game. Vietnam has one of the largest population in the world, if China can do what you said above so does Vietnam can do the same back to China. How far is Quandong from Vietnam, which is where one of the most populated and most industrialize zones in China, and how for is Hong Kong, QuangXi, Quangzhou from Vietnam? All these places with a couple hundred millions Chinese live would be well within the reach of the Vietnamese missiles and artilleries.

China cannot place no trade embargo against Vietnam, Vietnam today is not the Vietnam before. Vietnam today can supply its own food, oil. If China stop trading with Vietnam then it is China will face the bigger loss.

Two ways trade between China and Vietnam in 2010 was $25 billion, will be $30 billion this year. China exports to Vietnam more than $20 billion and import only less than $10 billions. China is taking a surplus of more than $10 billion, representing 7% of the total trade surplus of the entire Chinese trades with the world.

Most of Chinese export products to Vietnam are cheap crappy stuffs, mostly fake while Chinese import mostly raw materials. Stop trading with Vietnam will make China be a bigger loser that's why China cannot do ####### to Vietnam, unlike where the Philippines was being hitted hard a few months ago from economic sanction from China when they stopped importing bananas and other fruits from Philippines.

Like i said before, China want to be a superpower, they won't dare to have a big war with Vietnam, they will win the war in short terms but would have to face a bigger loss both economically in the world stage and diplomatically. The cost of invading another country that is willing to fight back for years after years will eventually make you lose. The French, the American, and the Chinese themselves have done before to Vietnam but again and again, failed and retreated.

  15. you must know that in today's world. You cannot win a war by fighting it yourself, especially if you're invading someone. Even the most powerfully country in the World that is the U.S. still cannot go to Iraq and fight alone.

Vietnamese people doesn't take sympathy from the world when the Chinese invade. Chinese have done it many times and have failed to take over Vietnam like they did to many other ethnics. If the Chinese invade Vietnam or take on a war, Vietnam will need help from the world but this doesn't mean the others that come to help Vietnam can take advantage of Vietnam. The U.S. would not let the Chinese take over all of the East Sea, if so the U.S. will lose the interest in that area, therefore, when Vietnam get help, Vietnamese know that the helpers also need to help Vietnam for their own interests just like the old saying, the enemy of your enemy is your friend. The Chinese is becoming more and more as an enemy to the U.S. then friend. Chinese is also enemy to the Indian, the Philippines, the Japanese....

Vietnam will need help, just like the powerful U.S. need help from other countries in fighting the wars in Iraq, Afgannistant.... but this does not mean the Chinese can take over Vietnam in weeks. It took the French almost 100 years but eventually surrendered to Vietnam, it took the U.S. over 10 years and $500 billions but also failed to win a war in Vietnam. It took the Chinese over 200 thousands troops in 1979 to invade Vietnam and tried to force Vietnam pull out of Cambodia in fighting the Khmer Rough but failed.

Never under estimate the Vietnamese determination to fight, especially to fight when the nation is at war from invaders.

  16. You keep on saying the Chinese can take out the Vietnamese military in a matter of weeks. Please don't even think of this nor under estimate the Vietnamese military capability and their strategies.

Back in the 60's and 70's, Vietnamese economy was 80 times less than the Vietnamese economy today. If you don't believe me, go do some research just on google. Vietnamese economy exported less than $10 billions a year, 20 times less than that of Thailand, 10 times less than Phillipines but today, Vietnamese export $100 billions annually, closing the gap to 2 times that of Thailand and beat the Philippines export $100 billion to $60 billions. What this means is Vietnam has enough resources, both financially to support the domestic need and enough suppliers to buy weapons such as from Russia, India, Ukraine, Netherlands, and now the U.S.

Russian 2 months ago joined with Vietnam to start production of the anti-ship missile type Uran SS-N-25 Switchblade which is equivalent to that of the Indian Brahmos missile.

    sources:

    http://www.panarmenian.net/eng/news/93847/

    http://www.defence.pk/forums/world-affairs/160051-vietnam-make-naval-missiles-russian-aid.html

Isreal, in addition to selling missile type EXTRA to Vietnam, Israel is also join production making machine guns with Vietnam this year.

Vietnam recently built its own warship type TT400PT

  17. China's goal is to become the superpower that comparable to the U.S.. This is why it is not easy for them to wage a war on a smaller country, especially those that are their neighbors. Vietnam does nothing wrong, doesn't invade any one so if China is to invade and kill this will cause greatly to the Chinese image on the world stage. Just look at how many countries are supporting Vietnam and the Philippines in opposing Chinese movement in the disputed area when the Chinese are being aggressors.

Taking out Hanoi is not easy if it's that easy then the fleet of B52's bombers from the U.S. as well as the support battle ships in the gulf of Tonkin could have done back in the 60's and 70's already. Even if the Chinese forces can attack Hanoi, they don't have the ability to attack the entire Vietnam, which is now evenly divided into many command and military bases throughout the country.

If full scale of war broke out, both countries will be devastated. Like i said, Chinese can strike and take the win in battle at sea or on land but 50% of Chinese trades which is $5 trillion is going through the East Sea, which is between the Spratly and Vietnamese mainland. They can win the battles but they cannot win the war nor can they keep it safe on their trading routes.

Currently, Vietnamese have lots of friends but unfriendly with the Chinese such as the Japanese, Indian, U.S., South Korea, and even Russia. The U.S. is waiting to take advantage of Vietnam by putting some conditions in exchange for diplomatic, military, economic supports in return for Cam Ranh Bay. Vietnam doesn't fully trust the U.S. but Vietnam does need some military hardware such as advance radar systems and battle ships so eventually, Vietnam will side with the U.S. when the Chinese wage war. Today, some of the top U.S.senators in the arms Senate Arms Committee already voiced concerns over the Chinese aggressive movements in the disputed area.

  18. Unless geography has changed recently China borders VN........that is NOT 1000 miles......it is a millimeter into VN and the supply chain for ground forces would be easily maintained.....with Hanoi then in easy reach.

Conflict would more likely be in the disputed area which is the spratly islands group. A full scale war will not likely happen but if it does, both sides will lose tremendously in terms of economics. Chineses with a population of more than 1.3 billions cannot afford to have a big impact from wars or else their economy will be devastated. Most of Chinese booming cities and industrial zones are on the east and southeast of their country. If they attack vietnam from land then they should clearly know that Vietnam has mid and long rang misiles such as the Scud A, B, C to strike back in return.

Chinese would not dare enough to wage a war with Vietnam on land or the history of 1979 will be repeated in their faces. Vietnamese army is still one of the.most skilled and dertermined in the world, close to half a million troops are active and continously ready. Only the navy force that Vietnam is inferior to that of the Chinese but geopraphically speaking, using navy is too far for Chinese force to win easily.

  19. Larger number of soldiers over big land mass like what the Chinese have doesn't mean they will hold an upper hand. the larger the number of your soldiers over larger land or body of water is harder for you to deploy for wars. It is harder for the Chinese fighter jets to make round trip to attack the enemies of more than 2000 miles from the mainland to the disputed islands group of Spratly without having the ability to refuel or protection. This is why the Chinese is pushing really hard in the last 2 decades for their Nany, including aircraft carriers and their first aircraft carrier Shi Lang is not ready for combat for at least another 10 years. Vietnamese strategy is to have air defense capable of station on the coast, which are the S-300PMU, Bastion–P misiles acquired from Russia recently. Having 6 kilo class attack submarines is a big threat to the Chinese navy, which takes a few days to deploy from their mainland to the disputed area. However, Vietnamese fighter jets Su-30s are easily making round trip to and from the spratly without having troubles

  20. The Chinese can fight and win the war at sea over Vietnam because of their strong navy but 50% of Chinese trades, especially oil from shipping cargos have to go through sea routes next to Vietnam. They cannot protect their shipping cargos from the Vietnamese misiles firing from the mainland that can reach anywhere in the Spratly island groups. Vietnamese airforce power are the 30 Su-30MK and 24 more coming, plus 40 Su-27, 250 Mig-21, 150 Su-22 are capable for striking round trip from the mainland to anywhere of the disputed island without having to refuel. How are the Chinese gonna do that from 1000 miles away and that is why there are so aggressively trying to build their first aircraft carrier.

  21. Xin chao :) I'm not defending China at all and truly love my experiences with the viet public, but a reality check is in order. Without the backing of the worldwide community, there is little you can do to stop the absolutely massive and well armed Chinese. If you were indeed faced with the total might of the Chinese, without worldwide intervention, you will be occupied without a doubt. I'm talking military logistics, armament, and capability, not what is "right". The entirety of the viet forces would be little more than a speed bump to China's massive, well trained, well armed ground forces.

I do not doubt the commitment and will to fight of the noble Vietnamese, and I'd gladly stand in arms with you, but to infer you would do anything more than be overrun and die quickly is a dream. Fortunately the international community will not allow such aggression from China.

That is wrong! Chinese military is no where near that of the American military power in the 1960's, 1970's during the American war with Vietnam and look at the results.

Chinese military is in fact stronger than Vietnamese military in terms of armament and mass number but if you would tell me how would the Chinese win a war in the East Sea where their closest military base is around 1000 miles away from the disputed islands group and those islands group is only around 200 miles away from Vietnamese mainland and air bases. 6 of those Kilo class attack submarines that the Vietnamese ordered from Russian 2 year ago as well as the followings

    '

I hope you are right but history has shown, whenever the Chinese are strong, their greed will never stop and to achieve this, they will pick on smaller nations whenever they get a chance and this is through military invasion or economic cheats.
