My wife is here on a K-3 and we never notified NVC. We filed her AOS at the end of March and her interview is in a few weeks.
I don't believe it really matters if you notify them or not.

No, an approved I-130 petition is not need to apply for adjustment of status from K3.

Yes it is needed to file for your AOS as a K3 holder.Actually, it is required, unless you are filing your I-130 along with the I-485. However, in order to get a K-3, you need to file a I-130 first. Therefore, it would not be possible file the I-130 concurrently with the I-1485.

The approved I-130 application shows that a visa number is immediately available to the applicant.

I believe the statement was that if you are a K-3 holder, then you can have an AOS interview without the US citizen being there.
My wife is here on a K-3 and the interview notice we got from Orlando said both of us have to be there.

I personally don't think you will get a RFE.
In the past the photos were important because they would be used in making the cards. Now you go to your biometrics and they will take your photo and use that for the cards.
