Just got off the phone with the embassy, they said just to mail it back via DHL and they would re-seal it no problem, no charge, now we just have to remember not to do it again!
Hello I wanted to share this information - Hopefully it will be helpful for you. Please check with the Consulate because it may or may not be true. I will update you after I try to file by DCF in Lima, Peru. Here is my original email and the reason I posted two quotes is because I wanted to elicit more information so I sent them another email asking if they would accept DCF without Carnet de Extranjeria.

takes 2 months so I talked with immigration here and they said I have
to pay for each day extra i stay here. I want to be sure that I can
still file for her visa here in Peru, and I know the requirement is 6
months but I don=B4t know if it can be longer by extension, Please

I don't think you can extend a tourist visa anymore, so this might be false information. Please send this to anyone in the same situation as me, because I know it is a confusing and there is conflicting information out there.
