speaking from experience, no. you need to get the ITIN first in order to fill jointly.

my tax return was on hold. TAX return takes another 6-8 weeks to process after you acquired a ITIN.

even as USC, he can sponsor him for F4.

I'm not sure how F1 visa works for LPR/USC siblings.

Most likely his brother gonna have to try to get the F1 visa on his own merit.
