US Immigration from Tunisia

Hello this is our relationship details , my question what we should do to get approved

Start talking : 2015

Country : Tunisia MENA country

Age Gap : 12 years my USC wife older

Visits : 2 times

Evidences : we have all kind of evidences of bona fide marriage

Marriage : on the second visit ( my wife divorced on 02/02/2020 we got married 03/14/2020 , my wife and her x husband are seperated since 2001 mentionned on her divorce decree)

We both working

My husband was refused for a CR1 visa due to section 212(a)5. The consular gave no explanation and told us to contact NVC. When I contacted NVC, they told me the documents are out of their jurisdiction. At this time, No one will Give us answers. My husband and I have provided all proper documentation and we even met. I feel so lost and hopeless.
Can someone give me directions?

If someone have an idea how things work for F4 visa and limits by nationality. I am trying to understand it more to see if it's worth doing it in the future. [No need to discuss eligibility , I know the details about that]

I know the waiting time is so long but what about countries with few applicants for this F4 category every year. I also know there is ~7% cap per country if I am not mistaken.

===>is there a way to know the waiting time per nationality, something like below but includes my homecoutry which is TUNISA?

==>If let's say i apply now for F4 for Tunsian sibling today. and let's assume the 7% cap per country is not reached this year for Tunisia , does that mean my F4 application will get in the line right away in this year for interview in embassy ?

Hi, I would like to know if it's possible for a US citizen to apply for an ir1 visa for his spouse while living abroad? If so, please tell me how to proceed?
