15. Name and address of present employer:

Is it for the US citizen or for the foreigner?

It's not very clear. The US citizen is filling the form so that could be him/her but it's under the foreigner's info.

If you look carefully at the form you will notice that the info on page 1 is organized into 2 distinct columns The column on the left is for the Petitioner (US Citizen) and the column on the right is for the foreign beneficiary, Question 15 is in the right column so applies to the foreign beneficiary, so is the foreigner's present job in the foreign country.
