Return of passports after interview in montreal

Timeline

I had my interview in montreal for k3 visa. Officer asked for RCMP clearance report under my maiden name (since the one I had was only showing my married name). They asked to mail the report with the passports and once they have this, it will take 2 weeks for them to return the passports to us with the visa. It has now been 3 business weeks and no sign of passports or visa or any correspondence. They have not responded to my email query either.

is anyone else in this situation? is their timeline bogus? any idea what they are doing with it and how long it will take?
