My wife gave birth to our daughter in Kabankalan, Negros Occidental in the Philippines on April 18, 2007. We have had a hell of a time obtaining an NSO copy of her birth certificate in Manila. Has anyone experienced this before and could someone give me some insight on how long it takes for the NSO to release a birth certificate. We have had to refile the CRBA papers because the deadline had passed before we could obtain a certified NSO copy....Any insight on the process would be much appreciated. Thanks.

02/09/07 - NOA2 from CSC

02/12/07 - Touched

02/13/07 - Assigned MNL#

02/21/07 - Arrived US Embassy in Manila

05/17/07 - Interview scheduled!!! Yipee!!!

06/22/07 - K3 Visa received

09/02/07 - Arrived in USA!!!

Hi Gordon,

I had almost a similar situation when I was processing my NSO birth/marriage ceritficates. I wanted to obtain a SECPA Paper from NSO of my marriage certificate but I was just married in less than a year ago, so it was not yet in the system. And mine (both NSO birth/marriage)even were complicated since they needed endorsments. . She has to go to the Window where it says Endorsments. Here she could ask for an Expedited Issuance of SECPA NSO issued Birth Certificate. She would be given a List of what to bring.

The process is like this ( at least this is how they explained to me).

The birth Cartificate goes to the Local Civil Registry ( where child is born) submitted there by hospital or local City Hall. Now there is usually a major back log in this named offices in putting into their Sytems and forwarding the same information to NSO. So what I did was actually write letters and made constant calls on specific employees who has my folder/case many times for weeks and months until they grew tired of hearing my voice and my petition.

I also experienced writing a letter to NSO Local Head Officer or sit almost a day in his Office to be heard of my Request. I was pressured with time because my Interview was coming soon then.

Whoever is folowing up the papers must be ready for Authenticated Copies of the Birth/Marriage Certificates ( even if they have already been submitted ) So I had several copies authenticated at a time and kept them just in case they would ask fore them again and again. I promise you there would be a lot of frustrating moments. But expecting these , kinda help you feel you are ahead of the game and not them.

I have always requested to talk to the Officer, ask them to make small letters like " Please help ____ who has come to me for this particular request.", which I would then hand to the next person I should be speaking to.

I believe if I have not done the following up myself my papers would be sitting on some else's table , months or years even after.

I could tell you more Tips but dont know if they would be relevant.
