Double checking: for immigration medical, vaccines administered in multiple spaced out doses, only the first is required if too soon to get the additional doses?

We just wanted to confirm with experienced members the following about the medical and vaccinations requiring multiple doses over a period of time; specifically that the below snippet is still indeed current and in accordance with other visajourney member experiences. If the visa applicant has not had a full vaccination series at the time of the exam, but has had at least one dose, that there will not be any problem completing that portion of the medical and proceeding to interview (assuming the rest of the medical passes). We were basing this off of the following:

"Q. Certain vaccine series can only be completed with multiple visits to the civil surgeon. Am I required to complete the entire series before the civil surgeon can sign the Form I-693?
A. You are only required to receive a single dose of each vaccine when you visit the civil surgeon. You are encouraged to follow up with your private health care provider to complete the series. Once you have received the single dose appropriate at the time, the civil surgeon can sign and certify the Form I-693."

Sorry, I missed the window to edit the first post. To clarify:

 

We just wanted to confirm the following about the medical and vaccinations requiring multiple doses over a period of time; specifically that the below CDC snippet is still indeed current and in accordance with other visajourney member experiences. If the (abroad) visa applicant has not had a full vaccination series at the time of the immigration medical exam, but has had at least one dose as recently as possible, that there will not be any problem completing that portion of the medical and proceeding to interview (assuming the rest of the medical passes). Based on our understanding of CDC guidelines from panel physicians, it sounds like an incomplete series would simply result in a Blanket Waiver being given, correct?

CDC has instructions for panel physicians abroad that gives similar advice as civil surgeons in the US :

However, the applicant can still be considered to have completed the U.S. immigration vaccination requirements by means of a Blanket Waiver. The panel physician needs to document the appropriate Blanket Waiver reason for each vaccine not given on the DS-3025 Form, and the waiver will be granted to the applicant if documented correctly. The applicant does not need to apply for a Blanket Waiver. There are six acceptable reasons why a vaccine should be considered “Not Medically Appropriate” that qualify for Blanket Waivers.

If the minimum time interval between the last documented dose and the next required dose has not passed, the "Insufficient time interval to complete series" reason should be documented. If administration of the single dose of a vaccine at the time of the medical examination does not complete the series for that vaccine, the "Insufficient time interval to complete series" reason should be documented to indicate that additional doses will be needed to complete the series for that vaccine. This reason can also be used if a live vaccine has recently been administered and another live vaccine is needed, but sufficient time has not passed.
