Which consulate will he be interviewing at? 

 

What about the 1 year period? Does the applicant have 1 year to pay and submit from the PD becoming current or 1 year from the case creation at NVC?

 

As of now, Beirut consulate. During the war that consulate was closed, and the applicant and family left the country and returned later. Hopefully things stay steady there and everywhere in the world.
