I-130 - Adding a derivative and keeping case active

Sibling I-130 was approved and transferred to NVC.

 

1. There will be years till priority date becomes current. Welcome letter asks to either login to CEAC or communicate with NVC yearly to keep case active. Does checking the status count as login? alternatively, how do I contact NVC via email to keep the case active?

2. I'm not able to pay the fee at this time but I'm able to add a derivative which also requires uploading a marriage/birth certificate. Does this have to be done now or can it wait until we get closer to visa availability date in the far future?
