Mom lives in the Philippines but worked at Sri Lanka for more than a year, how to get the Police Certificate for her requirements?

Hi! I am helping my mom upload her documents to the CEAC website. One of her required documents is the Police Clearance from Sri Lanka. We have no idea how to get the document as it has been almost 20 years since she went. She also has no contact with the said country. Can I choose Not Available? However, what should be the reason? Thank you.

I would start here. She may need to go to the Sri Lanka consulate in PI, but I am not seeing any alternate documents.
