I went to the USCIS website on the DV lottery, but all it mentions is the new deadline, and that its for 2009.

Does that mean that even if you 'win' the lottery, you still have to wait until 2009 to immigrate?

Does anyone know what fees are involved? I imagine they still have to have interviews at the consulate and medicals, right? How does this work?

Yes the applications that will be submitted by the deadline - sometime in Nov I think - this year (FY 2008) will be for visas for FY 2009 which starts 10/01/2008 and runs through 09/30/2009. The visas for FY 2008 have already been drawn and will be issued starting in October. The process involves an immigrant visa application (DS230) and the regular immigrant visa processing at the Consulate including regular fees, medical and a visa interview. During the visa interview, the Consulate makes sure that the applicant indeed meets the requirements (HS diploma, etc.) and that any related beneficiaries are indeed related based on actual relationships. The DoS should have some information on the web: travel.state.gov

According to the Internal Revenue Service, the 400 richest American households earned a total of $US138 billion, up from $US105 billion a year earlier. That's an average of $US345 million each, on which they paid a tax rate of just 16.6 per cent.
