NVC Civil Documents: Upload two photographs

Dear Fellow Members,

 

For IR5 (Parent), we are currently working on civil documents. One of the required documents in CEAC states: Photographs. I submitted an inquiry to NVC regarding this and their response was to "...upload two passport-size photographs". I have read the details of photo-related instructions at NVC website, but could not find the answers to following questions.

1. Should these two photographs be two different images of the applicant? Or, can they be just one original .jpeg image file duplicated? 

2. How do I combine two .jpeg image files into a single file unless I create a 2-page .pdf combining them? NVC guideline for image seems to require .jpg format.

 

If you have any information related to above questions, kindly share. Thanks.
