Certiicate of witnese to marriage abroad

Hi.i want to request for above certificate but im confused what they mean by notary public?

Do they mean the notarization by consular at the local embassy or?

This is what the requirement states.

And how do you put a money order from abroad.

Notarized, completed Form DS-5542

  • We recommend you fill out the form on your computer.
  • If you complete the form by hand, use black ink.
  • Sign the form in front of a notary public.

Timeline

In the US we have notarys certified in the state or county the person lives in

the notary witnesses the signature of a prepared affadavit or other document 

the person who signs the document must sign it and show photo ID to the notary

the notary ONLY  witnesses the signatue / notary does not say they know or attess the document's validity
