When you get a RFE do they send ur whole package back to you or just a paper stating what they need?

I'm asking because my cousin in also going through the AOS with her SO. She just told me tonight that she got a RFE to show proof she filed I-130 (she didn't send it with the I-485 for some odd reason) and also for more tax info for the I-864. She said they sent her whole package pack to her but I didn't notice anyone else on here who got RFE mention getting their WHOLE package sent back. I just wondered if that's normal or not. BTW: She's already sent it back and got her AOS interview.

My guess is it depends on the adjudicator. Seems odd to me, though, to have sent the ENTIRE packet back. Or maybe I've missed something...?

Just a paper stating what they need.

Your cousin's submission was returned because it lacked essential items to be accepted for processing. It never got as far as the shelf, let alone to the desk of an adjudicator.
