J1 Waiver-non-USCIS advisory opinion requested

Hi everyone,

I submitted my J1 waiver RFE to USCIS on May 2nd 2021. On June 22, my case status on USCIS changed to "Non-USCIS advisory opinion requested for your form I-612". However, since June 22, my case has not been updated on the website of the Department of State. I recently changed my address on September 3rd, and sent it to DOS and my address has been updated yesterday (September 21) on the website of DOS. So my questions are as following:

1-Does the non-uscis advisory opinion means my case was transferred to Department of State?

2-If the case was transferred to the Department of State, why the case has not been updated since June 22 and the change of address that I just sent on September 3rd has been updated on the website. Also, DOS says on their website to wait one month to see documents sent to them (This has been 3 months since the USCIS has sent it to them)

3-DOS did not answer my inquiry since two weeks. On the USCIS website my inquiry does not correspond the typical inquiries that are listed on their website. When I try to call USCIS, Emma does not give the chance to talk to an agent to verify if my case was transferred to the DOS.

I will really appreciate your help to these questions. IF someone who is also in the same situation can share his experience, I will really appreciate.

Yes, my case was updated on the Department of State online account. Actually, I contacted the Senator of my state for an inquiry on my behalf and the next day the problem was solved. Make sure to explain to the Senator that he should make the inquiry at the Department of State and not USCIS because USCIS already sent your application to the DOS.

@cyr20 You mentioned that the next day your problem was solved. May I ask if you got approved for expedited processing with the Senator's Office inquiry? How long did you receive the FR?
