My partner couldn't do it after naturalization. He made an appointment at a USPS. They told him that expediting it wasn't going to make it arrive much faster. 

My understanding is that you usually can make it after naturalization. With the restrictions, he couldn't find out where that was and I wasn't allowed to attend, so I don't know for sure if they weren't making it or he couldn't figure it out.
