logging into CEAC for the first time

Timeline

I am  a petitioner ( Greencard holder) and I sponsor for my daughter . She is over 21 and single now.

I applied since  Jan 2017 and got Approved letter . They sent to NVC to create account on  Department of State's Consular Electronic Application Center (CEAC).

They said  it can take up to three days (72 hours) from receipt of this notice for your account to be activated. But I've waited more than one Week . Its still freeze. I do not know when I can pay the fee as well as submit document online for them..
