Re-entry applying requirement removed because of covid 19?

I just heard it on the radio a very famous Asian immigration lawyer saying that you don't need to be in the USA in order to apply for re-entry permit because of the covid 19. But I cannot find any news over the internet. And the uscis customer also denied there is any info about it.

 

Anyone can give me a direct answer on this topic? Thx a million.

I believe that this is incorrect and there no exceptions to the requirement that I-131 be submitted amd processed in the US.

 

Advice across the board is to maintain strong ties and be prepared to prove those ties on re-entry absent a travel document.

 

He may be referring to a returning resident visa which is applied for at the embassy.
