Travel with visa from Vietnam to US?

Hello everyone, 

My mother has received her visa to come to the US. It expires this September. I have applied for her green card and the fee has been processed. Can anyone help me to clarify that she can travel or must wait for the restriction to be lifted and when that might be?

Any link to information would be appreciated.

She can enter if the visa was issued before April 24: https://www.whitehouse.gov/presidential-actions/proclamation-suspending-entry-immigrants-present-risk-u-s-labor-market-economic-recovery-following-covid-19-outbreak/
