New passport for a child that just arrived in the states

My sons  will  enter the US under an IR-2 immigration visa, I am aUS citizen.  My sons are  14 and 16years old and qualifies under the Child Citizenship Act of 2000.  

Questions:

1-when can they apply for a US passport ?as soon they enter and are living with me .
2- How long is the wait once I go to the post office and send the papers,has anyone done it lately?

3-what do they ask for evidence ,?there visa ,my American passport, where we live ?
