Question to ask yourself is (as this is how the embassy will look at it) ... Can you get married in the Philippines right now, without the PSA certified copy?

 

USCIS will want a certified copy  showing you are free to marry at the time of filing the I-129F.   <<  The embassy has kicked petitions back to USCIS because of people rushing things.

 

Maybe look at paying to have the process expedited at PSA.
