Police Certificate, Malaysia tourist VISA

I have a few questions but I will explain the situation.

My fiancee worked in Malaysia for 13 months. Her company could not get a work visa so they would enter with a tourist visa. Every month they would exit the country through Thailand or Singapore... and then enter again with a tourist visa. To get a Police Certificate of Good Conduct you need a Malaysian Identification Card, which she did not receive since she entered with a tourist visa. How can she receive a police certificate? Or how can I email the State Department? Or the embassy in Manila?

I worked in Malaysia too as a nurse for 3 years and I had to obtain a police clearance from the Malaysian embassy in Manila. I already have it. If your fiancee entered as a tourist then she has not established residency there like i did . .the DS form is specific, " if she has resided more than 6 months". . . in my own interpretation, the 6 months should be continuous. . . if she is in and out and stayed only for a month, i dont think you canconsider that as residing there so she might not need the clearance

August 20, 2010 - NOA1 received

October 4, 2010 - Biometrics

January 3, 2011 - Permanent 10 yr. Green Card Received.
