Question: Initial Evidence?

Hi folks,

 

I have been silently stalking these pages the past few months but it seems like I'm finally getting some movement in my NOA1 so I had a question.  I have yet to receive an update on the NOA1 that was received by USCIS on 08/22/2018 via mail, or either of the websites.  I saw that someone with a date of 08/23/2018 got an update by calling in so I called in multiple times and finally got ahold of a nice gentleman who gave me some information.

 

He stated that on 01/23/2019 my I-129f was reviewed and that it was marked for "initial evidence" and sent out.  I asked him if that means that I was RFEd and he said no that they sent an information request to the beneficiary's home embassy for additional research.  Maybe I would be RFEd but maybe not depending on what they say.  It sounds to me like it is an RFE but he misinterpreted what the notes mean.  Do you guys have any thoughts or advice on this?
