I-751 Lockbox vs Actual Service Center

We just sent my wife's ROC packet to the USCIS lockbox in Arizona yesterday. My understanding is that it's not a USCIS service center. 


Anyone knows where my wife's packet will actually be processed? We are in Hawaii.
