Administrative review at NVC after embassy change and case complete

We had our case completed (documentarily qualified) at NVC and were awaiting an interview date at Montreal consulate. However, since we had a trip planned to India, we requested NVC and successfully changed our interview embassy from Montreal, Canada to Mumbai, India.

We got a new case number and were told by NVC agent over phone that our case "is in line for an interview date assignment at Mumbai consulate". But, I call the next day and suddenly, I am told our case is under "administrative review" and is no longer in queue for the interview assignment. We were told there is no time frame for how long the administrative review at NVC could take, and we cannot be put back in to the interview assignment queue until the administrative review has ended.

 

Has anyone here seen such a case of administrative review after case complete before? If yes, please share the details so we can make sense of what is going on with our case.
