yes, issued mean that, the visa has been printed and will deliver it soon, courier

You should follow the instructions of consular. 

My consular asked me to upload via CEAC. 

You must have been given some instructions by the Consular. Just do as they say.

The interviewer asked to upload it online but I am not sure how to do it. Contacted the embassy last week as well but no reply since. Any idea on how to upload files at CEAC ?
