You cannot submit a waiver until the visa interview has happened, the visa has been denied, and the IO has determined that the beneficiary is eligible to file a waiver. If the interview is in DR, I believe the waitlist for an appointment is around 2 years, meaning the waiver would not be submitted until after that date.

Waivers of grounds of inadmissibility should be submitted to the U.S. Consulate where the visa was denied, following the procedures outlined by the consulate.

KitKat is right, and it might just be a good idea to have the 601 filled out and ready at your interview which.......unfortunately probably won't be for 20-24 months because of the backlog. Come join our forum in my signature and find out more.
