Confused Communications from Guangzhou Embassy

Timeline

My husband's case has been under AP since the day of his interview (May 15).  We submitted all the documents to the embassy per the 221 g form he received at the interview.  We dropped off the requested information at the nearby Citic bank in Hangzhou on June 8, 2018.  I followed up with them by email asking if they received the documents.  They replied on June 14 that they haven't received it.  However, they sent another email on June 21 per below.

Does it meant they approve his visa and that's why they want him to submit his passport and photograph?  We sent both document in since last Friday June 22 via Citic bank office in Hangzhou.  I sent a follow up email on Monday June 25 to remind them to return our original documents (birth certificate, marriage certificate, background checks from Thailand, Guinea and China) with the passport.

 

The reply I received yesterday is below:

Why did they ask him to send in his passport and photos if the case is still under review?  Does anybody else experience the same situation? 

I am appreciated any input or guidance.  We are so confused.
