I thought you have to submit your document with the cover sheet you got from the welcome letter and also you have to write your case number on every page of your documents. Correct me if im wrong

Yes that's right.  My friend got the welcome letter in her email soon after she filled the ds261 and paid the aos fees.

The documents are electronically uploaded via their website, there is nothing to mail through the Post Office, I have done everything with no welcome letters or paper, it's all been over the phone or online.

Some cases can do online, some have to mail in. Depend on the country.

That has to do with case number and visa category not country of beneficiary.

The first 3 letters of the case number represents the US embassy or the Consulate that will process the immigrant visa (and that is the country of the beneficiary)

What country does NVC require a beneficiary to snail mail documents to the US?

Whichever is not on the other lists (in the link). Usually the beneficiary will send all the necessary documents to petitioner, and petitioner will submit them with the AOS package. I don’t know if the beneficiary can scan and email to the petitioner or not. But my family mail the documents to me (via UPS it only takes couple days to get it)
