I-130: Recipient refused package

Please help.. I submitted our I-130 application to the address listed on the US Government website and just received notification that that recipient refused the package. I called FedEx and they said I need to call the recipient but I don't think that is possible. Has this ever happened to anyone before? What do I do?

If you want to PM me your tracking number I'll help out as best as I can. I do a lot of shipping and can probably point you in the right direction. The chances of it having the wrong address is high - especially because USCIS wouldn't turn down a check. :)
