I have some update, I called uscis customer service (next level) which is the officer and asked what is the latest update on my case and they put me on hold for like 3 mins and came back to me tell that my case waiting for the interview to be scheduled!! I askee that'  new  the background step is over? And she said yes!! and now i am waiting for the interview. 

Called 2 hours later to confirm that but this time they didn't put me on hold to do some research  like the last officer did and he just told me that case still in process then I asked if the background step is over and he said we can't see of it's over or not we only see if it started!!!

 

Any advice or information?

My best advice to you would be to find other paper filers from Chicago that filed in July, Aug or Sept. 

 

That way you will be able to give yourself a real time estimate of where your application stands. 

 

As as far as I know they are still stuck on April Chicago paper filers.

I noticed a lot of applicants here are saying about whichever is the fastest online or paper-based filing and the local field office speed of processing.  From what I've experienced and others who have gone through the waiting time of interview letter scheduling, these factors do not significantly matter at all. It is the "name check" that's really taking longer the waiting period.  The reason being is because of "common names" in which they have to thoroughly check it when it will have a hit on their software.  Someone (an applicant) posted in other site who knows someone working in the fbi name check process and briefly explain about it.  My relative went on paper-based filing and it only took her 4 months from filing to oath.  She complained about her name because it's very old-fashioned and I told her "you know what, be thankful to your parents of giving you such name because it's uncommon and whatever your immigration paperworks you filed eversince, it's quick as a lightning".

 

When your time will come for interview scheduling, it will come.  You can call the USCIS a thousand times about interview schedule, go through gov't. officials' help, etc., it would not affect the movement. 

The period that follow-up matters a lot is the 120-day period after the interview/test and no decision has been made.  This is based on what I've read from plenty of applicants who posted their experiences online and I noticed it too during my long-wait of interview letter and I know the feeling of emotional & mental agony of longgg wait it's tough but not much you can do but wait for the interview schedule.

I just have a question, does they process the applications at your local office by the month they are working on it or they process they processing it randomly?

They process it by month (first come first serve), they're even one of the top 3 fastest local offices processing in the country. They're average completion time is 4-5 months (paper and online), yet my application interview-waiting period is 11-months, no bad record.  I'm very sure that the delay of my application is due to my name is very common.  So, don't worry if you're still waiting for the interview letter because it's not the local office issue, it has something to do with fbi checking process.  Plus after the fbi, the NBC will review it for another 2-3 months wait, then forward it to local office, local office will review your files within 15-day waiting period and from there another 15 day period of wait for your interview letter schedule, so a total of one month stuck in the local office, depending also the volume of applications, their speed, & manpower.  I know this waiting-period is very disappointing but not much you can do. I've done those numerous phone calls, & online service request follow-ups, it didn't move my case faster compared to others because it was stuck in nbc due to the name check took a long time. In my case, based on my local office posted processing timeline it is within the 90-day period of delay.  So, I think that the NBC IOs & the local IOs are carefully watching the delay of their assigned cases because it looks like there is within a 90-day period time frame (from NBC to local office forwarding of documents) that they're watching. That's just my analysis based on watching their timeline system, some applicants' experiences, and in my experience as well.  As from other poster here who said a month ago, that if you wait beyond 1-year of your interview letter and still not come, then it's very unlucky something is the issue.  And I couldn't agree more of what he/she said because I didn't go beyond 1-year for a waiting-period of interview letter & several applicants have same waiting period of int. letter.  12-month waiting period of interview letter to arrived is normal nowadays due to the spike of applications has doubled, beyond that period more than likely there's a problem on the applicant's file.
