police clearance from Syria

Hi my.name is Yvonne Riofrir K1 visa im here to seek help amd answer.I had my interview last June 1, 2017 and i have a missing document which is police clearance from syria that the consul told me to get.that day i went to syrian consulate in makati city and ask for police clearance and the consul told me it will take 3 months and we need to pay 7500 so we paid for it and waited for 3 months but until now we haven't receive it and its 4 months already,  so i called the Syrian consul asking why and when we can have it.and yesterday the consul told me to go to syrian consulate and he gavee.a.police certificate. Is it ok to send this to us embassy because it seems we never can get a police clearance from Syria. I worked there for 3yrs.are going to be denied because i only send them police certificate instead of police clearance? Me and my fiance is very worried. Pls need an answer or advice,  thank you in advance.
