Special Immigrant Juvenile I-360 Approved but no visas

Hello,

 

I'm helping a really good friend of mine who grandkids are going thru SIJ Program.

 

There SIJ I-360 Application was Approved in June 2017 (Priority Date 09/19/16) but unfortunately there isn't more Visas available, lawyer said it could take 5 years,

 

but one thing that i was wondering is, can they file an I-765 with I-485 to get a work permit while they wait 5 years for a green card?

 

i know our lawyer will answer but he SUCKS!!! and we dropped him and now another lawyer wants $8,000 to take over the case when i think all we have to do is wait for a visa to be available to file I-485.

 

Any help would be really appreciate it..
