Name change DOHS before SSC?

Hey everyone, I got a question. I lived in the U.S. for two years on the J1 Visa as an Au Pair and therefore had a SSC and payed my taxes. I wanted to go to the SS Office today but the guy there told me that I couldnt change my name until I went to the DOHS and changed my name there though I brought my marriage certificate. I have never heard of this before and wanted to know, if I can do anything such as getting my license in my new name at all or if I have to wait until I am done with the AOS?
