Hi there, I am the petitioner for my husband and we are at the very last step before interview in Juarez. We are having a very difficult time obtaining a police clearance certificate from Mexico. My husband's family has gone to ask for information in Mexico but can't seem to get a straight answer. We were told to go to the nearest consulate to us which would be San Antonio, TX, but when we did they said they don't do it. We did find a place in San Antonio called Tramites Mexico and said they could get my husband a Carta de no Antecedentes Penales for $350 but don't know if this place is legitiment. Can anyone help with information!! Thanks in advance

As @fcl mentioned, you can obtain it from the state office. We recently obtained ours in Jalisco for only a few pesos. Obviously that doesn't help much if you're in the US, but if you have family in Mexico they may be able to get it for you.

DCF Mexico

06/04/2017: Married

06/24/2017: Mailed I-130

06/27/2017: NOA1 (technically a RFE as we were missing beneficiary ID)

07/06/2017: NOA2

07/12/2017: Case assigned by Juarez embassy

07/17/2017: Packet 3 received

08/15/2017: Interview/Approval!

08/22/2017: Visa received via DHL

09/03/2017: POE

09/16/2017: Permanent Resident Card received

 

Total days from NOA1 to approval: 49

My husband had his interview on the 9th we actually went the day before the interview and payed 82 pesos you can have a taxi take you. They are very helpful the driver actually went to pay while we waited in line for it. You will need a proof of residency, if your staying in a hotel the front desk can provide you with that, and your passport.

Which state is your husband from? Would this make a difference?

No it doesn't matter, my husband was born in Michoacan, we obtained the " carta de no antecedentes penales" from Juarez. He met some guy at the interview that was scared because he had not obtained it and we actually saw him again the next day and the guy wasn't even asked for it and was approved. It's  case by case though because My husband was brought to the US when he was 5 and he was still asked for it.

I'm sorry that I am barely getting back here, but great news! My husband's family was able to obtain the form we needed from Mexico for us (the municipal clearance) and we were able to obtain the state clearance (Carta de no antecedentes penales) from the states!! Everything is looking great for us this far! Thanks for all of your helpful responses it is appreciated.
