Hi , I was married in Philippines in 2010  and my ex husband and me got divorced here in Texas in 2016 .And now I am with my boyfriend and we have a family now and he ask me to marry him since we're building a family but then I'm afraid to say yes because I don't know if I'm allowed to or not . What exactly i needed to do .

What, exactly, do you need to do?

Get married... live happily ever after.  ;)

(Just can't change status in the Philippines as your EX did not initiate the divorce.)

Can my ex still initiated the divorce like us opening the divorce itself.

If your USC spouse initiates the divorce process then once you have your divorce decree you can petition the courts for recognition of the divorce and have your martial status updated accordingly.

Until then you Pilipinas passport will be in your "past" married name (if you past marriage was recorded in the Phils), and your martial status (in the Phils only) will be married to your EX.
