I been doing research for a while and maybe I don't understand it but I'm totally confused... I'm the petitioner for my wife she came in from Mexico to the USA when she was 4 yrs old and has never left back..my question is does she still need a police certificate from Mexico even tho she has live in the USA all her life?

According to the checklist, we will not need it but attorney told us to get just in case.It has to be from the state where she used to live. If you have time and someone that can get it for you, it wouldn't hurt. We got one from GA state police also.

We are even going to take evidence to prove presence in the US before 16th birthday and I would even take that checklist page to show them if the Carta de Antedecedentes No Penales is not the right one they need.

That is the issue according to the same website only the individual has to request the letter in Mexico but he/she has to have a Mexican voters identification and proof of been living there and my wife obviously doesn't have none of that because she left at an early child hood age..

First step is to try to get it from the state she lived in(State Level) If you get that then you are good. If not you will need to get the one from Mexico City. Also, there is this thing that you can do from here at the Mexican embassy then you send to a relative in Mexico. But even though its a police report it doesn't specifically says Carta de No Antecedentes Penales. What I would do is call Fiscalia Del Estado de_sinaloa, etc where ever she is from___ and just tell them "si buenas tardes me gustaria saver que es lo que mi familiar necesita para que me pueda tramitar la Carta de No Antecedentes Penales" and just follow their instructions. In Durango where we got it from they just wanted a copy of Mexican passport and $100 pesos. But other states require power of attorney and fingerprints that they would take at the Mexican embassy here in the US.

We got it from Durango where my wife was born. Below info for Oaxaca. I ran into 2 people in this forum who came here at 17 and were asked for it.
