Hello y'all,

 

I know that this is probably a really common question here and I am sorry if somebody already created a topic but I did not find in the search.

 

I will be "eligible" to citizenship application in December 2017, my 3 years anniversary is in March 2018, I will apply for the marriage rule. But the thing is, looks like the process of ROC will take longer than expected, so...

 

Can I apply for the citizenship with the ROC pending? Or do I need to wait for approval and only then apply?

Being it is only July, it's likely you will have your permanent green card by then, but if not, you can still apply for citizenship in December.  In fact, it is advisable, as it tends to speed up the ROC processing.
