Marriage certificate to apply for father?

Hi,

 

I became US citizen on May 8th 2017. I want to start the process for my parents. I need to submit I-130 forms for each of my parent. My questions are:

1) Do I need to wait for any amount of time before I apply for them?

2) In I-130 for father they are asking for his marriage certificate. My parents do not have their marriage certificate with them. Can I submit an alternate document? For example: Father's Passport showing his wife's name etc?

Timeline

Yes I applied without marriage certificate. All I know is they have received the applications and taken the money out. Not sure what the verdict is yet.
