HELP!! New edition of form I-130 and I-130A

I am an U.S citizen my wife is from Taiwan, and she is in Taiwan now.
I have few question about prepare CR-1 Spouse visa for my wife, I really wish someone could help me out.

Q1. 
I am fill up the form I-130A for my wife, on the instruction says if my wife is out of united state that she doesn't need to sign the form. If that so, which part should I sign? Interpreter or Preparer? 
Q2.
For new edition of Form I-130, do I still need to submit the form G-325A for both of us?
Q3.
For the first step, do I also need to submit any other document except I-130 & I-130A?
