Petition for my half-brother

Hi

 
We need some suggestions,
Case:
 
- My half-brother(son of my father)  is in Dominican Republic
- He's 30 yrs old
- My mom(us citizen)  wants to bring him to USA, but my father is dead
 
Could she fill a petition for him? If yes, What would it be the procedure?
if not, What options would we have?

Yes, she can petition him. Check out the guides for the timelines and the current waiting times..I think it is about 7 years. I'm not sure it's relevant, maybe someone else can jump in, but were your parents married before your stepbrother turned 18?

If your parents were married, your father still living, you're a citizen, and you were born before he turned 16 you could also petition him. However, that is a much longer process (13+ years if it's still around when the time is up)
