checklist about birth cert, even though i sent it in?

hi, just wondering if someone can give me some quick advice -

sent in IV packet at the end of Oct. only heard today (Dec. 28th) from the NVC, and it was a checklist for my husband's birth certificate! grr. i have a PDF copy of the entire packet i set to the NVC, and it was included (with certified translation) in it.

1) does this mean they lost those 2 pages?? (i can't think of any reason why the mistake would be on my end...) if so, should i just send another one in? the household registration office here (in taiwan) stamps the official stamp on it, as well as a date. does the NVC care if i still use the same photocopy from back in august? or does it have to be a copy from within the last 3 months?

2) is the NVC even open the next few days? i can send it DHL in 2 days, but that means it would arrive either dec. 31st or jan. 1st. i don't want the offices to be closed and DHL to send it back to me! :(

3) what is the setback from this? 6 weeks? 20 days? :(

would appreciate your advice. thank you!
