i-751 USPS Priority Mail with Certified Mail

As per the visajourney guid http://www.visajourney.com/content/751guide ti says that

"Use certified mail or priority mail with delivery confirmation, and write "Attention: I-751 petition to remove conditions of status" on the envelope under the address."

I am planning to send using USPS Priority Mail with certified

I have few questions:

1. As per the USPS certified mail definition it says "get the signature of the person who accepts the mailing when combined with Return Receipt.". The address for I-751 submission is PO Box address. So who will sign there?

2. Do we need to write "Attention: I-751 petition to remove conditions of status" on the envelope under the address." under the address. I think we generally write it above the address. Where should we write this text under above the address?

3. If I use fedex /UPS then have option like signature?

So who will sign there? Can't recall if an ink stamp was used, or a clerk's signature. Bottom line, we received acknowledgement of delivery.

2. Do we need to write "Attention: I-751 petition to remove conditions of status" on the envelope under the address." under the address. I think we generally write it above the address. Where should we write this text under above the address? Follow the USCIS mailing instructions: https://www.uscis.gov/forms/forms-and-fees/general-tips-assembling-applications-mailing . Believe we just wrote it several times on the manila envelope.

3. If I use fedex /UPS then have option like signature? Would suspect so, though we have only successfully used USPS for USCIS mailings.
