When to submit DS-160

Hi, just looking for clarification please......

NVC gave me my case number, once I know Montreal has received my case may I submit my DS-160 or do I have to wait for a Packet 3? Is there anything else I send at the same time?

I keep reading that receiving these is not always reliable.

You can fill out the DS-160 whenever, no need to wait for packet 3. Be sure to print off the confirmation page of the DS-160(with the barcode) because you'll need this for packet 3. And yes, you are correct..some people don't receive packet 3 or are very late in receiving it. The best advice is to send your packet 3 documents to the Montreal email as soon as your case says ready on the CEAC tracker website. Keep sending it every couple days, and eventually they will respond to you with packet 4. This is what I did, and we received packet 4 before we received the packet 3 in the mail. You will speed up your process lots by doing it in this order! Hope that helps!
