So, NVC got the petition from USCIS on August 9, and got the # on August 10.

Earlier I called them and they told me it's not sent yet to the Embassy because it's curently under administrative proccesing.

Is this normal for all cases ?

I don't know if its normal or not, but my petition reached NVC same day as yours, and it arrived at Bucharest consulate yesterday. Not sure what work they do at NVC in terms of processing.
