New at this...have questions

hi, im gonna start this petition to get my fiance here from the Philippines, i've read the guidelines and flow chart, but still need help...i will need a co sponsor too...my questions are, do i file all the forms including the one for a cosponsor and send it in with the I-129? or do i have to wait for them to request it? also it says my Fiance needs to bring proof of my financial support, does she need to have a cosponsor form too since i dont make enough? are the forms the same as the U.S? (like the proof of financial support and co sponsor forms or does she have to download those forms from her government website?) i cant seem to find a detailed step by step guide that says what forms i need to gather and send, and what forms she needs also and how she can get them...any help is appreciated or links. thanks
