Please see the link below they do have an approved clinic en el DF I was going to send my Fiancee down there for the medical since she has family there (she lives in Tijuana) but she opted to go to Juarez and do it there.

The instructions state if you reside in the state of Mexico and Mexico D.F., then you must use the clinic in Mexico City. I have no idea if anyone living outside that area can use that clinic, or if they must go to one of the 3 in Juarez. You would need to contact the Juarez consulate and ask them.

I believe he can only do it in Mexico city if he resides there or in Mexico state. Otherwise it has to be in CDJ.
